><p>The City of Los Angeles (the \u201cCity\u201d) has willfully ignored its own mandatory policies created to provide for the availability of adequate infrastructure and public services and to maintain the quality of life for City residents.\u00a0 This lawsuit seeks compliance with the City\u2019s self-imposed mandatory policies included in the creation, approval, and adoption of its General Plan Framework Element and its Environmental Impact Report (\u201cEIR\u201d) and mitigation measures.\u00a0 In the City\u2019s own words, its policy \u201c<strong><em>requires<\/em><\/strong> that the type, amount, and location of development be correlated with the provision of adequate supporting infrastructure and services,\u201d (GPF FEIR Section 2.10.5.1) and that \u201callowable
